Stage 1 Consultation Feedback


 

Thank you to those who have provided feedback on the South West St Helier Framework so far. In this section we summarise the responses received.

The feedback has been reviewed in full by JDC and the consultant team, and we are busy preparing material to show you in the coming months when we will undertake a second round of consultation.

What has happened so far?


 

This consultation website was launched with a dedicated email account info@sthelierwaterfront.je in Autumn 2020.

To date we have had over 3,000 visits to the website, with almost 10,000 page views.

As part of the launch and Stage 1 consultation we took out 12 adverts in the JEP, including the front page and a full-page article. We ran a radio campaign for two weeks and undertook an interview with BBC radio Jersey, alongside the hoardings at Trenton Square and multiple social media campaigns. We also contacted all local high schools and used the Town Crier.

The launch in October 2020 asked the community ‘What would make the waterfront redevelopment a success for you, your family and your friends?’. This resulted in 72 written suggestions from the local community and the feedback is summarised below.

In November and December 2020, we showed the community some initial concepts as part of the Stage 1 consultation. We received 247 completed online questionnaires. In addition, during Stage 1 several members of the community wrote directly to the team with their ideas and thoughts. The questionnaire results and comments received by email to the team are summarised below.

As part of the Stage 1 consultation, the team undertook two workshops. One was an invite only stakeholder workshop, with representatives from local groups, and the other was a community workshop which was open to all. The notes of both meetings are available to view below.

In addition, during the same period (October – December 2020) the following technical workshops/meeting were undertaken by the design team:

  4. Technical workshop 1 with JT Global and Jersey Water

  5. Transport workshop 1 with GoJ Infrastructure, Housing and Environment department

  6. Drainage workshop 1 with the GoJ

  8. Planning workshop 2 with the GoJ

  9. Sustainability Goals Workshop – Parish of St Helier

What’s happening next?


 

We are preparing material for the second stage of consultation which will take place during the early part of this year. People have said they want to see much more detail and Stage 2 will outline the proposals and demonstrate how the feedback provided by the community to date has been taken on board.

Anyone who has provided an email address will be notified when the Stage 2 material is made live on the website and they will be invited to future events.

We are particularly keen for as many people as possible to attend the online community workshops as part of Stage 2 and will be providing details of those soon.

The team are also in the process of undertaking more detailed technical work on traffic and transport to inform the next stages of work. During February and March 2021 we are seeking the views of more young people (ages 16 and above) by working closely with education establishments.

So what have the community said so far?


 

The comments are insightful and wide ranging, with clear support for the initial concepts shown and in particular the outdoor public spaces.

The feedback also shows a number of key issues for the community, and clear areas for the team to consider as they develop more detailed proposals.

The final plans for Southwest St Helier need to be developed in line with the Southwest St Helier Planning Framework. This guidance will be used to assess and ultimately determine future planning applications in the area.

It is important we work within the parameters of the agreed framework and go as far as possible in addressing the feedback we have received in doing so.

In terms of those people who wrote to us when we launched the website (72 responses) in response to the question, ‘What would make the waterfront a success for you, your family and your friends?’ the top three responses were:

  • Buzzy/ lively environment (cafes/ restaurants/ shops)

  • Green spaces 

  • Cinema 

 Followed by:

  • Activities for children/ young people

  • Pool (lido or indoor)
