1. What is the visionary framework?

The Jersey Development Company (‘JDC’) are developing a Visionary Framework to transform the southwest waterfront area of St Helier, with a focus on mixed uses, landscaping and connectivity.

The Visionary Framework will set development guidelines and design parameters for a high quality, landscape-led, mixed-use residential waterfront.

This design work will culminate in an outline planning application being submitted for these areas during the Summer of 2021.


2. What are the key objectives of the visionary framework?

The approach is to transform the existing waterfront and surrounding land into a vibrant mixed-use quarter that provides a series of green open spaces, including a park and waterfront that will support the island’s needs.

The proposals will address the existing disconnect between the waterfront and the town centre, delivering a waterfront that will be landscape-led, environmentally focused and available for all members of the community to enjoy.

Proposals for discussion include:

  • A new public park and new landscaped gardens at Les Jardins de la Mer including an underground public car park

  • A redesigned public indoor swimming pool and leisure facility and a new outdoor public 50m saltwater pool.

  • A National Gallery, seaside amphitheatre and boardwalk pier

  • More than 1000 new homes with ground floor space for a gym, creche and food & beverage facilities.


3. Which areas within the waterfront does the work cover?

The Framework will establish principles for the Key Opportunity sites known as 1, 2, 3 and 7 as shown below.

4. What are the timescales?

Stage 1: Initial Concepts – Late 2020
Stage 2: Emerging Visionary Framework – Spring 2021
Stage 3: Final Visionary Framework – Summer 2021
Outline Planning Application submitted – Autumn 2021


5. Who else is involved?

Following a comprehensive design competition launched by JDC in conjunction with the Design Council, multi-award-winning organisation Gillespies was selected. A full list of team members is included in the ‘who’s listening’ section.


6. Why are JDC consulting?

JDC will work in partnership with the community and other key stakeholders to develop the framework.

We are keen to find out what you think would make the waterfront a great place to live, work and visit. 

The engagement process provides islanders the opportunity to listen to stakeholders about their inspirations for this area. We envisage the end goal of the partnership process to be a sense of ownership of St Helier’s waterfront from all Islanders.

The views gathered over the coming months will build on the extensive work undertaken in previous design workshops with the Design Council to shape the future of the waterfront.

9. Where can I find a copy of the work to date?

In Dec 2019, the Southwest St Helier Planning Framework was adopted by the Environment Minister as a planning framework following a community engagement process.

The purpose of the Planning Framework is to guide development of the Southwest Quarter of St Helier. The team need to work within the guidance. The guidance will be used to assess and ultimately determine future planning applications in the area.

The guidance is focused on re-connecting the physical and cultural links between the sea and the town, restoring a sense of place, character and local relevance and creating excellent open and public space.
